"Virginia public schools provide age-appropriate instruction in Internet safety and all of the commonwealth's school divisions are required to develop acceptable Internet use policies. The Virginia Department of Education assists by developing guidelines for instructional programs related to Internet safety and by providing technical assistance to school divisions in the development of policies to protect children from cyber bullying, online abuse and other dangers."

The Virginia Department of Education has teamed up with the Professor Garfield Foundation and the Office of the Attorney General of Virginia to provide guidance for students, teachers, and parents to help students protect themselves online.
"Make a Difference for Kids' mission is :
* To educate the community on the dangers of the internet, especially cyberbullying, and to teach parents and their children how to be safe online.
* To educate the community on the warning signs of suicide, and how to act vigorously to question, persuade, and refer a suicidal teen for help.
* To work with school administrators, law enforcement officials, and local government leaders to plan strategies and adopt policies dealing with cyberbullying and teen suicide."
"Cyberbullying" is when a child, preteen or teen is tormented, threatened, harassed, humiliated, embarrassed or otherwise targeted by another child, preteen or teen using the Internet, interactive and digital technologies or mobile phones. It has to have a minor on both sides, or at least have been instigated by a minor against another minor. Once adults become involved, it is plain and simple cyber-harassment or cyberstalking. Adult cyber-harassment or cyberstalking is NEVER called cyberbullying.
"Together with kids, expert educators, parents, our members and The Wireless Foundation, CTIA launched the "Be Smart. Be Fair. Be Safe: Responsible Wireless Use" campaign to equip parents and teachers with tools to teach kids about responsible mobile device use. The campaign also focuses on teaching teens about being responsible drivers and passengers and on responsible environmental programs such as end-of-life and recycling."
